PUBLIC NOTICE: Formal Establishment of BMPTA-YVR and Notification of Stakeholders

The residents of 668 Powell Street have reached a historic milestone in community self-determination. We are pleased to announce that as of this week, the Bridget Moran Place Tenant Association (BMPTA-YVR) has been formally established and all relevant institutional stakeholders have been served with official Notice of Representation.

The Notification Process

In accordance with our mission to foster transparency and professional communication, formal letters of introduction and notice were delivered to the following entities:

  • Neighbourhood Housing Society (NHS): As the primary housing provider (Registration: 896110079RR0001), NHS has been notified of the Association’s independence and its affiliation with the @TANets network.
  • RainCity Housing: The support service providers have been informed of the Association’s autonomous status and our commitment to representing the collective interests of the residents.
  • Front Line Security: Strategic protocols have been initiated to ensure that resident organizing is recognized and respected by building security personnel.

Our Mandate

The BMPTA-YVR is an independent, resident-led unincorporated association. We are not a subsidiary of management, nor are we an extension of government housing bodies. Our mandate is to provide a unified voice for the tenants of Bridget Moran Place, ensuring that community stake-holding is a lived reality, not just a policy term.

Technical and Administrative Support

The Association is supported by the technical infrastructure of i-Cloud.ltd and the administrative guidance of @TANets. Our digital portal, BridgetMoranPlace.ca, serves as the official repository for our constitution, community updates, and tenant-led initiatives.

By utilizing FOSS (Free and Open Source Software) and AI-assisted advocacy tools, we are ensuring that the residents of 668 Powell have access to the same high-level organizational resources as any professional body.

A Message to Our Partners

While we remain resolutely independent, the BMPTA-YVR looks forward to establishing clear communication protocols with NHS and RainCity Housing. We believe that a well-organized tenant body leads to a safer, more stable, and more resilient housing environment for everyone.

We thank our members for their courage and our partners for their professional acknowledgment and cooperation as we move into this three-year incubation and formation period.

    Subject: Governance Analysis: Response from Neighbourhood Housing Society (NHS)

    Update – February 23, 2026:
    Following our formal notice of establishment, we received a response from Lorraine Copas, Volunteer Director and Acting President of the Neighbourhood Housing Society (NHS). We believe in total transparency with our members and the public regarding how housing providers interact with resident-led initiatives.
    Analysis of the NHS Response

    The response from NHS management centered on a “Cease and Desist” request regarding the Association’s use of the building name (Bridget Moran Place) and our domain (BridgetMoranPlace.ca).

    Our administrative and legal analysis of their position is as follows:

    Gatekeeping vs. Governance: The attempt to restrict the use of a geographic and historical name (Bridget Moran) for a tenant union is a common “gatekeeping” tactic. It attempts to frame a resident-led body as “unauthorized” simply because it is independent.

    Lack of Legal Foundation: Under the Trade-marks Act and CIRA Domain Name Dispute Resolution Policy (CDRP), the name “Bridget Moran Place” is a descriptive identifier of a location. NHS does not hold an exclusive trademark on the name for non-commercial community organizing. As the residents live at this address, they have a “Legitimate Interest” in using the name to identify their collective body.

    The “Confusion” Fallacy: NHS expressed concern that the public might conflate the Association with management. However, our website and all communications explicitly state: “This association is an independent body and is NOT an extension of NHS.” There is no reasonable expectation of confusion; rather, the Association is protecting its own reputation by ensuring it is not seen as part of management.

    Jurisdictional Overreach: Landlords govern the physical building and tenancy agreements; they do not govern the digital assembly or the free speech of the residents. The residents’ right to organize is protected under Section 2(d) of the Canadian Charter of Rights and Freedoms.

    The Association’s Position

    The BMPTA-YVR remains resolute. We have formally replied to Lorraine Copas and the NHS Board, notifying them that we will not be ceasing our operations nor changing our name.

    We view our independent digital presence as a vital tool for tenant safety and advocacy. We remain open to a professional, high-level relationship with NHS management, provided they respect the legal boundaries of resident autonomy and the BC Residential Tenancy Act.
